3.1 Self Determination and Culture

Aboriginal Community Organisations and Services

The Korin Korin Balit Djak, Aboriginal health, wellbeing and safety strategic plan 2017-2027 (DHHS, 2017a) and the Balit Murrup Aboriginal social and emotional wellbeing framework 2017-2027 (DHHS, 2017b) have been developed by Victorian Aboriginal communities and the Department of Health and Human Services in an effort to pave the best way forward for Aboriginal health and mental health across this state. Aboriginal culture and cultural practices are identified as integral to achieving far greater health outcomes for Aboriginal people.

Having the opportunities to live, learn, grow and know our culture is critical to Aboriginal cultural identity. Those opportunities are reliant on the types of services Aboriginal organisations provide and how these services encompass not only contemporary healing methods but are deeply embedded in Aboriginal cultural and spiritual values and beliefs. This, encompassed with self-determination, is the key.  

In current times, we continually strive to be able to determine our own life path in the decisions we make every day and in every part of our lives, including health, cultural practices, family connections, community involvement, sport, work and education.    

However Aboriginal people have the right of choice and may choose to attend non-Aboriginal services where they can be more anonymous, access a different range of services, or because that service may be more accessible logistically. 

Guiding Principles for Aboriginal Self Determination1 

The Korin Korin Balit-Djak highlights the vision for fostering self-determining, healthy and safe Aboriginal people and communities with the key guiding principles across Victoria over the next ten years (DHHS, 2017a).  

Five domains were identified as follows (DHHS, 2017a): 

  • Aboriginal community leadership 
  • Prioritising Aboriginal culture and community 
  • System reform across the health and human services sector 
  • Safe, secure and strong families and individuals 
  • Physically, socially and emotionally healthy Aboriginal communities.
